Finding 01 · Margin

Monitored projects kept 16 more points of margin.

Median gross margin on fixed-fee work was 38% before monitoring. Projects with at least 90 days of TWINJAM monitoring ran at 54%, above the 50% most agency founders target. On average, projects reclaimed 18.4% of margin, almost entirely by pricing work teams were already doing.

Key findings

Four patterns that showed up in almost every agency.

Across 7,318 PM-confirmed out-of-scope requests with a median size of 6.5 hours.

02

Chat is where scope moves

82% of out-of-scope requests first appeared in Slack or Teams. Only 5% started as a ticket, which is why backlog reviews alone miss most creep.

03

Small asks add up to the biggest share

The median flagged request was 6.5 hours. Requests under 10 hours made up 71% of flagged volume and 44% of flagged hours.

04

Design studios leak most per hour sold

Design and UX studios had the highest unbilled share at 24.9% of contracted hours, driven by revision rounds beyond cap.

05

Clients say yes when asked early

Across the cohort, 84% of change orders raised before work began were approved, compared with 41% raised after delivery.

Request origin

82% of out-of-scope requests start in chat.

We traced each confirmed request back to the first place it appeared. Slack and Microsoft Teams together account for more than four in five; tickets are usually created after the work has been agreed in conversation.

By agency type

Every discipline leaks. Design studios leak most per hour sold.

Unbilled share is out-of-scope hours as a percentage of contracted hours. Median hours are per project. Approval is the share of raised change orders the client signed.

Finding 06 · Timing

Ask before the work starts and clients say yes.

The same request, priced at the same rate, was approved far more often when the change order arrived before anyone built it. Monitoring closes the gap between the ask and the PM knowing about it.

52%

External context

52% of projects experienced scope creep, up from 43% five years earlier.

Methodology

How we built the dataset.

TWINJAM onboarding audit, 2026: 412 projects, 61 agencies, January to September 2026. Median contracted fee $86,000.

Open dataset, CC BY 4.0

The aggregated tables are licensed under Creative Commons Attribution 4.0. Reuse them freely with credit to “TWINJAM, State of Agency Scope Creep 2026” and a link to this page.

  1. 01

    Population

412 fixed-fee and capped time-and-materials projects from 61 agencies that completed TWINJAM onboarding between January and September 2026. Agencies ranged from 12 to 240 staff across India, the United States, the United Kingdom and the EU.

  2. 02

    Baseline

during onboarding, each agency uploaded signed SOWs and connected Slack or Teams, a project tracker and a time tracker. TWINJAM replayed up to 120 days of history against the parsed SOW to establish an unmonitored baseline.

  3. 03

    Flags

a request counted as out of scope only after a project manager at the agency reviewed the flag and confirmed it. Dismissed or in-scope flags were excluded, so figures reflect PM-confirmed divergence, not raw model output.

  4. 04

    Hours and margin

hours come from connected time trackers. Gross margin uses each agency's own loaded cost rates. Medians are reported for margin and hours; the 18.4% margin reclaimed figure is a mean across all 412 projects.

  5. 05

    Protected cohort

the 54% median margin covers the 148 projects that had at least 90 days of active monitoring after onboarding. Projects that closed sooner are included in the baseline only.

  6. 06

    Privacy

no message content, client names or contract text leave customer workspaces for this report. All figures are aggregated, with no cell built from fewer than five agencies.

Questions about the report

From TWINJAM onboarding audits of 412 fixed-fee projects at 61 agencies, January to September 2026. Every out-of-scope request counted was confirmed by a project manager at the agency, not just flagged by the model.

The most cited external figure is PMI's Pulse of the Profession 2018, which found that 52% of projects experienced scope creep, up from 43% five years earlier. Our data looks only at agency fixed-fee work, where the cost lands directly on the agency's margin.

Only projects with at least 90 days of monitoring after onboarding are included, so that the comparison reflects a steady state rather than the first weeks of setup.
